Expenditure Observer chairs meeting to assess Election Expenditure Monitoring preparedness in the Kargil

Kargil, April 28 (KIP)- Expenditure Observer, 01- Ladakh Constituency, Sh.Gajendra Singh (IRS) today chaired a meeting to assess Election Expenditure Monitoring pertaining to the conduct of Lok Sabha Election-2024, at Conference Hall, Baroo today.
During the meeting, the Expenditure Observer, Gajendra Singh interacted with the all concerned officers and nodal officers related to Lok Sabha elections management in the Kargil.
Deputy Commissioner/District Election Officer, Kargil, Shrikant Suse welcomed the Expenditure Observer and informed about the various initiatives undertaken for Election Expenditure Monitoring and preparedness by various teams as per norms of Election Commission of India.
Threadbare discussions were held on various aspects related to expenditure monitoring during the LS elections in the district.
CCF, LAHDC, Kargil/Chief Nodal Officer, Expenditure Monitoring Cell, Iftikhar Hussain presented details related to preparations related to Expenditure Monitoring and capacity building of various teams and IT initiatives.
The Election Observer was informed that Expenditure Monitoring Cell has been activated under overall guidance of DEO Kargil consisting of flying squads, static surveillance teams, video surveillance and video viewing teams,accounting team, MCMC team.
The Expenditure Observer expressed satisfaction over the preparations and directed close coordination with Expenditure monitoring team of RO office Leh till process is over.
He directed the Lead Bank Nodal Officers to send the cash transaction reports on daily basis to DEO office as well as ARO.He further sought details from banks about any suspicious transactions as per guidelines of ECI.
Gajendra Singh asserted on the implementation of seizure management system and also directed for strict adherence to keeping the Shadow Observer Register, folder of evidence etc to have comprehensive picture of expenditure done by candidates.
Election Observer directed the District Election Officer to conduct a meeting with final candidates regarding implementation of Model Code of Conduct and provisions of expenditure monitoring in days to come. He also directed the Sales Tax Department to constitute Quick response Team to address seizure cases done by Flying squads/ Static surveillance teams as well as police.
He directed to intensify vehicle checking across the district at all entry points and locations to curb illegal movement of money, arms as well as liquor.
The EO also directed to intensify social/electronic and print media monitoring by the Media Certification and Monitoring Committee and expenditure monitoring cell to ensure timely detection of paid news and any violations related to election expenditure and MCC.
He added that social media pages need to be monitored during the silence period as well.
SSP Kargil apprised EO about preparations done by district police regarding expenditure monitoring on the occasion.
Later, the Expenditure Observer along with DEO Kargil and concerned officers also visited Election Control Room, Media Monitoring Cell, Sveep Cell, Election IT Cell and Election Expenditure Monitoring Cell.
