MP Haneefa Jan Chairs DISHA Meeting in Kargil

Emphasizes Timely Implementation and Public Welfare

Kargil, November 18 (KIP)-Member of Parliament, Ladakh, Haji Haneefa Jan, chaired the District Development Coordination and Monitoring Committee (DISHA) meeting for the third quarter today at the Conference Hall Baroo, Kargil. The meeting was convened to review the overall performance and implementation status of various non-statutory Central Sponsored Schemes across the district, with a special focus on streamlining delivery and addressing ground-level issues.

The session saw the participation of Executive Councillor Kacho Mohd Feroz, Deputy Commissioner Rakesh Kumar, and other members and district officers.

During the review of agriculture and farmers welfare schemes, the MP was informed that while the PM Kisan Yojna is being implemented successfully, the Bima Yojna is still under execution. Expressing concern that several deserving beneficiaries have not yet received their due benefits, he directed the department to ensure timely disbursement without any further delays. Based on his recent tour, the MP also highlighted the absence of proper storage facilities in many villages, instructing departments to immediately arrange temporary godowns to bolster food security. The Deputy Commissioner assured the committee that the critical task of winter stocking for the district had already been completed by the end of September.

The meeting reviewed the progress in the health sector, where the Chief Medical Officer (CMO), Dr. Liyaqat, reported a significant reduction in caesarean section cases from 418 last year to 363 this year. Dr. Liyaqat clarified that C-sections are now being performed strictly in emergency situations, following his instruction to medical staff to minimize unnecessary procedures.

The persistent issue of doctor shortages in remote regions, notably Batambis and Itchu, was discussed, prompting the MP to issue a strict directive that at least one doctor must be permanently posted in these areas, and all related vacancies must be filled as soon as possible. The MP directed to keep the paramedical staffs stationed at the fa-flung regions exempting them from rotational duties in other places. He also advised posting a permanent doctor at Panikhar instead of an Amchi. Additionally, officials were instructed to conduct widespread awareness campaigns to ensure that the public fully understands and avails the benefits of Ayushman Card coverage and ASHA worker services.

A major portion of the discussion was dedicated to the implementation of the Jal Jeevan Mission (JJM). The DC emphasized the critical need to strictly enforce the Operation & Maintenance (O&M) policy and highlighted that as per norms, 55 litres of water per person per day must be ensured and stored in underground tanks, especially given the alarming trend of natural springs drying up.

The MP passed strict instructions to develop all projects properly, directing that submersible pumps should serve clusters of three to five houses, not individuals, and stressed the necessity for strict monitoring of the implementing agencies. He also suggested that block-level meetings must be conducted to examine issues in detail before initiating Phase II of the JJM, while also strengthening public awareness campaigns on water conservation.

Progress under the Swachh Bharat Mission-Gramin was also reviewed, with the DC informing the committee that sustainable waste collection across the district will be fully operational by December. Segregation of dry waste is already underway, and revenue is being generated through user charges.

Under MGNREGA, the MP directed the department to ensure timely payments and improved service delivery, with a focus on benefiting women and labourers.

Regarding road connectivity, projects under PMGSY, particularly in Itchu and Sharchay, were discussed, and the MP directed officials to expedite the work pace on the Itchu road. He also underscored the urgent need for footpaths to facilitate patient movement, which the DC assured would be completed timely.

In the urban development sector, the MP directed authorities to conduct a drive to clear unnecessary road blockages in Baroo and Ando areas and stressed the need for proper parking facilities.

The meeting concluded with the Hon’ble MP reviewing other matters, including disability card initiatives, issues related to the Border Roads Organisation (BRO), and tourism promotion. He urged all departments to perform their duties sincerely and assured them that issues requiring higher intervention would be addressed promptly. He emphasized that the overall progress of Kargil is fundamentally dependent on the collective and coordinated efforts of all stakeholders.
