Two-day district-level capacity building training programme on Own Source Revenue

Kargil,January 01 (KIP)- A two-day district-level capacity building training programme on Own Source Revenue (OSR) was successfully conducted on 29th and 30th December 2025 at Hotel Zojila Residency, Kargil, under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA).
The programme was organized as per the directions of Shri Syed Sajjad Qadri (JKAS), Director Rural Development & Panchayati Raj Institutions, UT Ladakh. The training was conducted under the supervision of Er. Raziya Khatoon (JKAS), District Panchayat Officer, Kargil, who is the Nodal Officer for RGSA Capacity Building and Training.
The training focused on strengthening the financial autonomy of Panchayati Raj Institutions through effective mobilisation and management of Own Source Revenue (OSR). Sessions covered identification of local revenue sources, legal provisions, assessment and collection mechanisms, financial discipline, and best practices aimed at reducing dependency on grants and enhancing service delivery at the grassroots level.
A total of 47 officials, including Block Development Officers, Panchayat Inspectors, Panchayat Accounts Assistants, Block Project Managers, and Data Analyst, participated in the programme. The sessions were conducted by Master Trainer Dr. Irfan Shafi, who provided practical and field-oriented insights on OSR.
The programme witnessed active participation, one-to-one interactions, and experience sharing, reflecting the keen interest of the participants. The entire programme was closely monitored by the State Programme Manager, RGSA, Dr. Bilal, who appreciated the commitment of the participants and thanked all officials for their keen interest and active involvement.
The training programme concluded smoothly with positive feedback and is expected to contribute significantly towards strengthening fiscal decentralisation, transparency, and effective grassroots governance in District Kargil.
