UT Ladakh Notifies Rules for Ladakh Energy Conservation Fund

Leh, July 29 (KIP)-LG Union Territory of Ladakh has approved to notify the Ladakh Energy Conservation Fund Rules, 2026 under S.O. 233, to strengthen energy efficiency initiatives and promote conservation across the Union Territory.
The notification has been issued under the provisions of the Energy Conservation Act, 2001, providing for the constitution and administration of the Ladakh Energy Conservation Fund. The Fund has been established to support the efficient use and conservation of energy and to facilitate the implementation of energy efficiency programmes in Ladakh.
The Rules provide for the constitution of a State Level Steering Committee to oversee the administration of the Fund. The Committee will guide the implementation of energy conservation activities, approve annual budgets, review progress, and ensure effective utilization of financial resources.
The Fund will be utilized to support a range of energy efficiency initiatives, including projects in public buildings, street lighting, drinking water pumping systems, and other government infrastructure. It will also finance awareness programmes, capacity-building activities, energy audits, research, training, data management, and the promotion of renewable and energy-efficient technologies.
The Distribution Wing of the Power Development Department, designated as the State Designated Agency, will be responsible for implementing activities under the Fund.
The Rules also provide for regular auditing of accounts and annual reporting to ensure transparency and accountability.
The Ladakh Energy Conservation Fund Rules, 2026 shall come into force from the date of their publication in the Official Gazette and will remain in operation until the availability of funds or withdrawal of the scheme by the Government of India or the Administration of UT Ladakh.
