Bypassing gram sabha recommendations in framing plans is violations of norms- Ravinder Sharma

Jammu, August 12 (KIP)-J&K Pradesh Congress Committee Chief Spokesperson and former MLC Mr Ravinder Sharma advocate has expressed strong resentment over the neglect of gram Sabha recommendations in the formulation of developmental plans in several Assembly segments on political considerations and termed it as illegal and violations of all settled norms in democracy.

Reacting to the unrest amongst the common people especially the former PRIs regarding the framing of developmental plans against the ground recommendations of gram Sabhas especially in District Rajouri, Mr Sharma termed it against the norms,Panchayat Raj laws and the basic spirit of democracy which provides for people oriented development not the MLA centric or ruling party centric development.

He said ignoring the ground realities and developmental needs of the people by rejecting/ bypassing the recommendations of the gram sabhas especially with regards to Panchayat funds,BDC,DDC,SOS funds is against all settled norms of democracy and Panchayat laws.

Senior Congress leader questioned the instructions of the government if any, in this regard and termed the same as against public intrests and sought review of the same.

The affected people are running from pillar to posts to raise their voice against the deletions of the recommendations of their delevelopment works by the administration on the intervention of some MLAs and influential people.

Surprisingly, in some case the approved and tendered works are being deleted on the directions of the concerned MLA for political considerations or rivalry ,which is authoritarian and undemocratic. In some cases the payments of executed works have been withheld after undue pressure.

Mr Ravinder Sharma has expressed support to the people raising voice against the violations of norms and even approached the high court, too to seek relief .The government should intervene in the situation and get the things rectified in public interests.
